We did this in an Mid-Level task. Jus zip the netfx3 files from sxs folder together with the bat file like

mkdir C:\Scratch
start /wait X:\windows\system32\dism.exe /ScratchDir:C:\Scratch /Image:C:\ /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:.\
rmdir C:\Scratch

It might also work as Post-installation Task

start /wait dism.exe /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:.\
