Need to push registry to the users to this path HKCU:\software\microsoft\Office\16.0\Excel\options

How do i do active setup for pushing these registries to the users

Based on the registry you have mentioned, i see you are trying to add settings to the office applications.

At my company we use the approach in the link below as a best practice, so you can skip Active Setup.
