Are you stopping the process before uninstalling?
Try using
TASKKILL /F /IM "<name of process>.EXE"
MsiExec.exe /X {5FCFC78C-438A-4F4D-B266-E32B8468BAFC} /qn

yes I am killing the all the processes related to pervasive and closed the applications.
Ex: TASKKILL /F /IM w3dbsmgr.exe >NUL 2>&1. I even stopped the service which runs during the Pervasive launch - ontari.ontari 12 years ago -
Stop both DataExchange services (“Pervasive PSQL Replication†and “Pervasive DataExchange Agentâ€) before running the installer.

Intrestingly we need to start the process instead of kigging it :)))
start w3dbsmgr.exe
before going for uninstallation
