Problem turning off windows updates via Group Policy and Use KACE

Howdy,

So I am trying to configure group policy to turn off windows updates and I've run in to some issues.

I have Win 2008 R2 Domain Controller, in a mixed windows 7 and windows 10 environment. 

Currently the behavior I'm experiencing is that windows updates are turned off. However, on some end user desktops when they go to the power off option they see "Update and Shutdown" or "Update and Restart". If I do both of these they don't go away would like to get rid of this. Also some users are reporting that the windows update schedule is turned on for them and it's requiring them to reboot their computer after signing back in (see screenshot). 

I've attached a screenshot of what we have in our current Group Policy, and a screenshot of what the end user is seeing.   I would appreciate any help in what I need to do to turn off Windows Updates and avoid this scheduled shutdown/restart.

Have you added all the ADMX files needed for Windows 10 systems???
