Service Desk Owner change management

Is it possible to disallow the change of the owner in a ticket for the submitter?

Not sure what you mean. By default, a submitter can not change the owner field. You should check your permissions in the queue under Custom Fields and Layouts.

The Owner field is set to "owners only - visible to users"

This is why i'm confused.  Non owners are able to change the owner field in this queue.  

The user role has Write access to the service desk which is a requirement.  I'm really not sure where else to look..

Then did you make them Ticket Owners cuz that seems to be the only way if you do have Owners Only - visiable to users. 

I am assuming you didn't make your users Admin on the KBOX by accident with an Adminstrator type role.
