Software Deployment

I am working on creating an installation package for a software that is 4+gb in size compressed in its current state.

The reason is its is a basic software with lot of add on's (Licenseable features) that are all bundled together.

I am looking for a way to have the installer be a  download of core functionality and the feature selection will be based on customer license and then download what other add on's (features) are needed from a file server that we can host.

I am using installshield but dont see a way to do this. Any help is appreciated. Open to using other tools.
