I'd suggest doing a log of the installation (msiexec /i %pathtomsi% TANSFORMS=%pathtomst% /L*v %pathtolog%) and do a search in there, should give you more ideas about what the dll is, where it is looking for it, and perhaps if a custom action is being called or something.

Rgds

SEARCH FOR THE MISSING DLL IN YOUR TABLES.

U CAN "MERGE" OR "COMBINE" YOUR MSI WITH THE MST YOU HAVE TRANSFORMED USING ORCA. AFTEWARDS, USE MSIDIFF TO COMPARE THE DIFFERENCE BETWEEN THE VENDOR'S MSI AND THE NEW MSI YOU HAVE TRANSFORMED.

The easiest way to find out what the differences between the vendor msi and your TRANSFORM is using Orca:
open the vendor msi with Orca --> on the menu go to --> Transform --> apply Transform --> Now you can see the changes you have made --> You can easily find out what is wrong in the tables.
