Same thing, different vendor.
WSI is created with WISE Package Studio.
MSI is the default microsoft format.
There are more differences in detail, but I don't think this info is needed this time.
If both working on their software they will reach the level, debian reached in 1999 with its own package system (file extension .deb)

Careful! Your simplistic explanation implies that a WSI can be used for an installation but it cannot.
