App-V is availabe as part of MDOP (Microsoft Desktop Optimiszation Pack) available to Software Assurance customers - https://www.microsoft.com/en-us/windows/enterprise/products-and-technologies/mdop/default.aspx
It may be available separately, but it's not free - so speak to your Microsoft Rep about purchasing/licencing options.
