Question about exiting Excel 2007

Why is it that when I click the 'X' to close Excel it closes just the worksheet and then I have to click the 'X' again to quit Excel?

The default setting for Excel 2007 is to show all workbook windows in the taskbar.  If this is set, the red X only closes the active workbook.  If you change this setting so all windows are stacked in the taskbar, then the red X works for the main Excel window.
