Windows 10 Creators Edition (1703) prompts to confirm locales

We are using K2000 (v4.0.695) to do scripted installations of Windows.  All worked well up until the latest Creators Edition.  After installing Windows, but before running the post-installation tasks, it stops and prompts for us to manually confirm our region, keyboard layout, and asks whether we want a second keyboard layout.  Then, we need to manually log in for the script to continue running the post-installation tasks.  Has anyone else run in to this and figured out how to get past that?  I imagine it might be in the unattend.xml file.  I'm using the same unattend file that I used for Anniversary (1607).

I actually would create a new unattend.xml file as the 1607 version and 1703 version may be slightly different. Was this file created with the Sysprep Creator or Microsoft's tool?

Just add the Component "Microsoft-Windows-International-Core" to Pass 4 and Pass 6, that's all.
