can i get a script how to check which version of windows installer is installed and if the version installed is 3.1 then i need to install 4.5 with the exe file what i had..

Search for a script which gets file version information and edit it to interrogate MSI.DLL which lives in %SystemRoot%\SYSTEM32.

Yeah, or this simple script may be a start.....
Dim installer, installerversion
Set installer = CreateObject("WindowsInstaller.Installer")
installerversion = installer.version
Set installer = Nothing
