The documentation specifies a RebootYesNo value for suppressing reboot- this was a mistake. The property to really control whether or not Windows Installer reboots is called REBOOT. Set this to ReallySuppress to prevent Exceed from rebooting at the end of the install.

SCONFIG Transform Creation Tool

Hummingbird provides a tool that will allow you to create a transform to customize the Exceed 7.0, 8.0 or 9.0 installations. The tool is sconfig.exe and can be found in the program files\Hummingbird\Connectivity\7.00\Accessories directory on the installation media.

After creating the ADMIN install copy the 1033.mst (or other(s) depending on need) and run the following to do a full install. The last line here DISABLEADVTSHORTCUTS=1 will create the shortcuts with no advertising.
This will fix the error.

'c:\winnt\installer\averylongnumber_hex\humicon.exe is not a valid win32 application'

This will force Windows Installer to create non-Advertised shortcuts which should have a greater chance of working correctly when installed using an image.

The /q on the end simply makes this run silently.
