This package is an admin tool basically but if some other applications use it as a dependency, then it is necessary for at least the required part of the DB2 to work for all users. Whenever any user logs in for the first type, just add that user to a local group "db2 users". When added to this the user automatically gets the right to execute db2 objects so the application can work for all users.
