We had to include a bat file to get it to work with the LICENSETYPE="Network" and LSHOST="server" switches. Once we did that (and made the necessary adjustments to the Managed Install job) it worked just fine.

Note
To install SPSS 20 you would have to install Microsoft Visual C++ 2008 Redistributable - x64 9.0.30729 first.
This is a difficult thing to find on the net.
SPSS stores these files in COM_SRVR.cab, so you could just extract vc_red.cab and vc_red.msi from there.
Then you can install with the following commands for a network license:
msiexec /i vc_red.msi /qb
msiexec /i "IBM SPSS Statistics 20.msi" LICENSETYPE="Network" LSHOST="Licenseserver" DISABLE_COMMUTE="1" /qb
