XC8 C Compiler is dependent on msvcp71.dll and msvcr71.dll, both should be located in SysWOW32.
They are Part of Microsoft .NET Framework 1.1 SDK and only installed if you install the full version manually or with ADDLOCAL=ALL.
Strangely, WinMerge also installs these .dll-Files
