Dictate is an add-in for Microsoft Outlook, Word and PowerPoint.  By default Dictate installs into the user level and not machine level.  To install into machine level visit the FAQ (http://dictate.ms/FAQ) and download the special .exe file found under the "Is it possible to do machine level installation instead of user level?" heading. The command line to silently install is "Setup-Dictate64-5.0.2.exe /S /v/qn".  It appears that the .exe wraps a MSI for those that are interested.  Help commands are available with /help.
