The above note by bkelly will only install a typical install (local is local and DB on the network)
If you need to install the DB local as well, you are SOL

I have been using the following without the /k switch
setup.exe /n "user" /o "org" /qtn

I modified the MSDN.STF (not MSDN98.STF in my case) just fine with acost.exe but the changes in MSDN.STF file seem to be ignored.

I even found a new switch /T for Table files. I think it is to specify path to the .STF file but the proper syntax eludes me. The /T switch may be invalid too.

Therefore, For a full local copy I’ll have to drive this POS beast of an install (2GB!)

Note
Create a network share and copy both MSDN disks to this same directory (do not create separate folders). Make sure that the MSDN INF files and CHM files for both disks are in the root of this shared directory.

Remove the read only attribute for \x86\setup\msdn98.stf
Execute the Acost.exe utility to select what components you wish to install.

When complete save the file as \x86\setup\msdn98.stf
Once the steps above are completed, make the files available to client computers on the network and use the following command line to trigger the silent installation:

\\server\share\setup.exe /k 1231234567 /n "User Name" /o "Organization Name" /qtn

(Where 123-1234567 is your CD Key sticker on the CD packaging)

For a full local deployment, first use the netcopy.exe utility to create a installation sharepoint, copy this installation sharepoint on your local drive and run setup from there (with command line swiches here above.
