My command line ended up:

vjredist.exe /Q /C:"inst /q"

Seems to install it completely quietly.
You can also extract the .msi file from the legacy installer and deploy it via AD or any 3rd party msi deploy tool.

You do need to install this after the .NET framework.

The file is called vjredist.exe

You can extract the file by using command line:

vjredist.exe /T:C:\Temp /C

This will extract the contents of the exe file into C:\Temp Folder. MSI file is called jsredist.msi.

vjredist.exe /q /c:"msiexec /i jsredist.msi /qb-"

in this case you can use the command-line options of msiexec. If you use /qn instead of /qb- the package installs completely silent.
