By default Windows 2003 Terminal Services is intially installed in Remote Administration Mode as opposed to Application Mode. Below are possible sections/values for the answer file:

--ON will install Terminal Services in Application Mode
--OFF will revert it back to Remote Administration Mode.

AllowConnetions=1|0
--A setting of 1 will allow connections while 0 will not.
LicensingMode = PerDevice | PerSession
--PerDevice configures TS to require a TS Cal for each
--computer connection.
--PerSession configures TS to require a TS Cal for each
--active client session.
PermissionsSetting=1|0
--A setting of 1 configures TS to be installed in a compatibility mode with NT4/2000 while a setting of 0 configures more restrictive Windows 2003 compatible permissions.
Here's an example of an answer file that will install TS in application mode, configure per device licensing with Windows 2003 compatibility settings.
You could save the contents of this to a text file named TSAppMode.txt and run it with the Sysocmgr command line, or the contents of this file could be used in a unattended.txt file for unattended OS installations.
