I have tried to install Virtual PC 2007 RC1 silently for all users on my machine without any luck. Finally I have found a command line which works fine for me:

Setup.exe /v "/qb! ALLUSERS=1"

If you have OpenAFS installed, installing Virtual PC can cause some problems. So far I haven't been able to solve the problem, but it appears that there's a networking conflict.

Run setup.exe and look in %TEMP% you will find the following msi:

Virtual_PC_2007_Install.msi

Copy this out and use to install with the usual msiexec switches - msiexec /i Virtual_PC_2007_Install.msi ALLUSERS=1 /qb-! etc.

setup.exe extracts Virtual_PC_2007_Install.msi along with a mst in temp location. Note: Packaging done and tested for vista build.

When you try installing Virtual_PC_2007_Install.msi installation is aborted. If you create a verbose log it shows that a custom action is failing to run.
There are a few custom actions running in user context which needs to be run in system context else it may create issues while repair or self-healing.

Also in registration registry keys the value of PID key is wrong property name i.e instead of PID; PIDKEY must be used otherwise on launch it throws an error "incorrect productid".

If your build is in some other language other than english you will need to change the sequence of "CA_AddLanguageOverride" from user context to system context again otherwise you app will launch in english language only irrespective of mui.
