Note
I created a *.msi that copies the WindowsXP-KB936929-SP3-x86-ENU.EXE to c:\program files\XP3, and then installs the service pack 3 silent. The msi can not be seen in add/remove programs, only the Service Pack 3 installation.
The msi installation will exit after the installation of SP3 has been done. This why it's easy to deploy the service pack silent by any deploy system.

There is no need to create a custom MSI to deploy XP SP3 - it has its own built-in MSI deployment mechanism. The following documentation for XP SP2 can also be followed for XP SP3:

Using Group Policy to Deploy Windows XP Service Pack 2 (SP2)

The basics are to download the network installer from:
http://www.microsoft.com/downloads/details.aspx?FamilyId=5B33B5A8-5E76-401F-BE08-1E1555D4F3D4&displaylang=en

Then run:
WindowsXP-KB936929-SP3-x86-ENU.exe /X
and select a folder to extract the service pack files to.

Then just deploy update.msi, which is found in the 'i386\update' folder. This MSI will work as-is with Group Policy Software Installation.

If you are using Group Policy Software Installation, you can also use security groups to deploy the update to certain computers only - see the XP SP2 deployment guide referenced above for more information.

It is possible to run the executable distributed by microsoft with the same command line switches as the update.exe without extracting it first. If you're deploying with a tool that allows .exe deployment this can save you the time required to build a new package.
