Considering that AOL is ending support for Netscape I'm not sure why anyone would want to deploy this browser but here is how you do it. You could repackage this application as an MSI but it is also very easy to just configure the native installer to install the program the way you want.
Download the full offline installer. Run the installer and grab the unpacked setup and files from your temp directory.
To get rid of the weather bug addon delete the following folder: installfolder\nonlocalized\extensions\{3EC9C995-8072-4fc0-953E-4F30620D17F3}
Run the installation once and make whatever configuration changes you want to the browser. Homepage, toolbar buttons, proxy server, etc.
Grab the following files that store the user settings:
Documents and Settings\Userid\Applicaton Data\Netscape\Navigator\Profiles\*.default
prefs.js - Holds most of the browser configurations
localstore.rdf - Holds toolbar configurations
bookmarks.html - Populate with whatever bookmarks you want available as default to the user.
Copy the above files to the following folder in your setup directory:
installfolder\localized\defaults\profile
When you run setup these files will be copied to the users profile and any new users will also receive these same settings. Note: This probably does not work if users have existing netscape profiles.
