A setup.iss can be used to automate this installation. If one doesn't exist, one can be created by running setup.exe /r, performing the manual install, and then moving the resulting setup.iss from c:\windows to the directory with setup.exe.
The following command with run the install silently leveraging the setup.iss:
setup.exe /s
