First extract tha msi from the SQLDeveloperBundle.exe. Just open a command window and use /extract, so it should be SQLDeveloperBundle.exe /extract. After this it will ask for a folder to extract the files in.
This gives all the msi for the SQLDeveloperBundle. The you can use msiexec.exe /i filename.msi /qn for silent installs. You can also input the license key in there by using RG_LICENSE=xxx-xxx-xxxxxx-xxxx. So the command line would be msiexec.exe /i filename.msi /qn RG_LICENSE=xxx-xxx-xxxxxx-xxxx
