In the command line it should be MODEM=1 not MODEMS (this was a typo in the manual that is now corrected).

msiexec.exe /i wasxpv.msi LICENSEKEY=00000-00000-00000-00000-00000-00000 MODE=2 MESSAGE=2 BLUETOOTH=1 MODEM=1 /q

Note
If you are editing the MSI or creating a transform make setting changes to the Property table. So if you are specifying the MODE or Key or options do not change them in the Registry table do it in the Property table.

When the installation occurs it reads from the property table and over writes the others.
