It is also, however, a setup wrapped .msi that can be deployed via Active Directory/GP or via Windows Installer command line. After going through the pdAnywhere setup wizard, but just before initializing the actual install, browse to C:\Documents and Settings\%username$\local settings\temp There you will find an extracted .msi with a random name, but also a folder named "PKX2". Inside that folder you will find another .msi named "package.msi", as well as some other setup files. Copy and save this directory, and use the package.msi within it to create your administrative installation point.
