These are the changes I had to make to get the user settings correct:
PROPERTIES:

ACCEPTEDEULA: False -> True (avoids showing initial EULA accept screen)
UPDATING: Never (as desired)
UPDATEINTERVAL: never (as desired)
VMCSTARTMODE: 0 -> 1 (avoids first startup to be in reconfiguration mode, prevents overwrite of settings)
COMMAND-LINE PARAMETERS:

ACTIVE SETUP:

Copy MobileBroadbandProfile.XML file to user's appdata folder (%APPDATA%\Vodafone\Vodafone Mobile Broadband\UserData)
This XML file should be copied from a manually installed and configured instance of the installation.
Add HKCU registry keys for account settings and locking code

A final aspect are the template MobileBroadbandProfile.XML files and XML files for the different providers that you can also replace in the vendor MSI with versions that you have customized for your environment.
