Note
These are the changes I had to make to get the user settings correct:

PROPERTIES:
-----------

ACCEPTEDEULA: False -> True (avoids showing initial EULA accept screen)
UPDATING: Never (as desired)
UPDATEINTERVAL: never (as desired)
VMCSTARTMODE: 0 -> 1 (avoids first startup to be in reconfiguration mode, prevents overwrite of settings)

COMMAND-LINE PARAMETERS:

OPCO_PROP="<your provider code>" (points to initial provider config)

ACTIVE SETUP:

Copy MobileBroadbandProfile.XML file to user's appdata folder (%APPDATA%\Vodafone\Vodafone Mobile Broadband\UserData)
This XML file should be copied from a manually installed and configured instance of the installation.

Add HKCU registry keys for account settings and locking code

I'm not sure if these are all of em, this is what I captured after first launch)

A final aspect are the template MobileBroadbandProfile.XML files and XML files for the different providers that you can also replace in the vendor MSI with versions that you have customized for your environment.

Note
To prevent being prompted for Account Type (Contract or Pre-paid) I made some changes to the following OPCO files (23415 is for an UK OPCO).

Modified Opco-23415.xml to include the following line in the <Setup> section:

<AskMarketSegment>false</AskMarketSegment>

e.g.
<Setup>
<AskReports>false</AskReports>
<AskMarketSegment>false</AskMarketSegment>
</Setup>

This prevents the prompt for account type on first run.


Modified the 23415.xml file to include SwitchMarketSegment="false" in the APNs section

e.g.
<APNs SwitchMarketSegment="false">
<APN Account="Contract" Apn="internet" Name="Contract" Pass="web" User="web">
<Security>PAP</Security>
</APN>
</APNs>

This prevents the prompt for account type change at run time.
