I also like this really good article on appdeploy, which very cleverly suggests using the msiexec command to initiate a repair of user settings, i.e. Msiexec.exe /fpu {guid} /qb

I like this approach because there's no need to create a separate utility or exe to apply your activesetup settings as Ed suggests.
