active upgrade
When we are doing active upgrade of a a sequence & there is only one modification in INI file, is it required to launch the shortcuts again?

According to technet the upgrade procedure should include this step:
afaik, the purpose of this step is to populate the App-V's Feature Block 1, which comes into play when streaming the application to the client machines and contains all initial data needed for launch. So if you use streaming it's probably worthwhile, if you don't you can pretty much skip it I guess.

This step is useful for configuring how the application initially runs on target computers and for accepting any associated license agreements before the package is made available to App-V clients. If multiple applications are associated with this package, you can select Launch All to open all of the applications. To sequence the package, click Nexthttp://technet.microsoft.com/en-us/library/ff436040.aspx
