Automated Outlook Express Configuration

I am looking to put together some sort of package to deal with the configuration of Outlook Express within a domain. I am using Wise with SMS.
I managed to create a package with the machine logged in as local admin which would configure an account with a generic account (Change.Me@organisation.co.uk). I then created a VB script that the engineer would run in order to personalise the settings. This all worked very well until I tried it on a machine which had been added to the domain.
It seems that machines running within a domain handle Outlook Express differently. It seems to be something to do with the HKEY_CU\Identities key and how it deals with it.
Has anyone every managed to create a package like this or am I wasting my time?
