You can try finding the features that are added locally for the raw media and then applying the same for your package.This worked for mine.

I worked on this 1 year ago. If memory serves correctly I created a Transform for RIM's MSI and then I had to run a Custom Action to launch the Device Manager to give the RIM device Loc Admin access to the hardware layer of the machine.

Basically the command line in the custom action was:

for WIN2K

"C:\WINNT\SYSTMEM32\MMC.EXE C:\WINNT\SYSTEM32\DEVMGT.MSC"
