Software Deployment

I created a MST for a vendor provided MSI, more specifically Blackberry 4.01. When this package is pushed via SMS and when a lockdown user is logged on, it fails even though it is supposed to run in a system context. But when a local admin is logged on to the box it runs fine. Do you guys know any other solution other than repackgaing the app? Thanks in advance.
