As ever, use logging to find out what's happening. Either set logging by policy or add the following to the command line: /L*V [path_to_and_name_of_log_file]

This is how my command line looks like

"appname.msi" /qb! ALLUSERS=1 ADDLOCAL=ALL REBOOT=ReallySuppress /L*v "c:\windows\smspkg\logs\appname_msi.log"

Package name is Microsoft Office XP Resource Kit 10.0

c:\windows\smspkg\logs\appname_msi.logYou should be getting a clue from the contents of this file. In the top 100-odd lines will be displayed the command line. Does it match what you entered?
Rating comments in this legacy AppDeploy message board thread won't reorder them,
so that the conversation will remain readable.
