It depends on what you want.
You can get a Dutch language module for WPS to make the dialogs display in Dutch (or you can translate them yourself).
When you package on a Dutch client, when you have to give rights you give it to INGEBOUWD\Administrators en INGEBOUWD\Gebruikers.
There's also the SIDLookup merge module (freeware) with whitch you can make the rights you give in packages client language independent.
