Email selected Approver when Status changes to Approval Pending

I've created a process workflow for purchasing new equipment. I'm trying to create a custom ticket rule that will email a predefined Approver when a particular child ticket's status changes to "Approval Pending".  I've made several unsuccessful attempts and I'm looking for all the help I can get.  Any suggestions would be greatly appreciated!

Is the approver listed on the child ticket or on the parent?
