ERROR InstallUtilLib.dll

I get this error ["1001 InstallUtilLib.dll unknown error"] when i try to install manually Msi MSt for ANTUSA buyer Toolbox application. Any ideas how to resolves this error?

Well, that's not going to help!

First search for "return value 3" and then post 10 lines above and below that line.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
