Clear all Application Event logs and then run your MSI again, this time the error would be recorded in the event log, try pasting that error here.

Did you try to uninstall it with verbose logging via command line? That should tell you something.

Wise is thinking that Windows installer 3.0 might be causing the issue and they recommended using Windows installer v2.0 instead... Doesn't make sense since all of oour machine have Windows installer 3.0 on them...

Error 1603 can mean a lot of things. Is there more information in the logfile (like an action with return code 3, or another error code?). Could you please post it?

and the winner is...

Wise captured a few registry entries that it didn't need to and if you didn't look incredibly close you would miss them:

HKCR... WININST.MSG

HKLM... MSI.DLL

It took Wise 2 days to figure this one out, so I don't feel so bad now :)
