Download SP2.
Run SP2 setup and allow all the temp files to be extracted.
Don't click on anything in the SP2 setup, just move the Sp2 window out of the way and find the extracted Sp2 files on your C drive (or other "spare" drive) (usually some ext09093224/temp" directory or something else obviously obscure)
Dig through the extracted files and grab,
msiexec.exe
msi.dll
msihnd.dll
msimsg.dll
msiip.dll
Copy those files to your ..\system32 directory
Cancel the SP2 setup (optionally copy extracted Sp2 files elsewhere for future use).
After you do that, now you need to register the service...

EDIT: I failed to mention that the files will be compressed. You'll have to expand them each from the command prompt, I.E., "c:\expand msiexec.ex_ msiexec.exe
