Having problem with orca.
I can save newly created mst file. when i try to go back and and apply transform, i get a message "the specified transform could not be applied."
anyone get this before? i uninstalled and reinstalled orca. same.

As likely as not, your issue has nothing to do with Orca. Simply put, Windows Installer is unable to apply the transform. It is either not present, the path to it is incorrect or some such problem.
Run the install again with a verbose log and/or with ProcMon monitoring it. That should highlight exactly where the problem lies.

Check out https://packageology.com/msi/fixing-vlcs-msi-package/. Apparently some MSI's aren't built correctly or have something wrong with them, such as VLC's MSI package. This webpage is specific to VLC and shows how to rebuild/fix their MSI, but may be able to be adapted for others. After that you should be able to create an MSI transform file against it (such as preventing its desktop shortcut/icon from getting created) using your choice of MSI tool including free ones like Orca/InstEdit/etc.
