See this Knowledge base article for a solution from Microsoft which advises that you download and run the Windows Installer Cleanup Utility and then retry the install process.

Microsoft retired the Windows Installer CleanUp utility on June 25, 2010, due to conflicts with Office 2007. The Microsoft Fix It athttp://support.microsoft.com/mats/Program_Install_and_Uninstall/ replaced it.
