This is what worked easily and quickly for me.
Just delete the HKEY_LOCAL_MACHINE\SOFTWARE\Macromedia\FlashPlayer\SafeVersions\11.0 and 10.0 keys.
Run the install again.

It worked for me. I had to uninstall Flash 3.3 then reinstall 3.1 but I got an error 1722 during the installation. I removed the registry key as TheInfamousOne suggested and I tried to install Flash 3.1 again. No more errors and Flash 3.1 works on my computer like before. Thanks a lot for the tip. - prousseaufr75 11 years ago

One visitor reports that deleting the .MSI file from the Installer folder can clear the problem (example: c:\windows\installer\83940.msi).
Another suggests this may be a security issue:
Verify that the local administrator group has full
control permissions in NTFS for the following folders:
c:\winnt\temp
c:\winnt\installer
c:\documents and settings\\local settings\temp
Also see:

- Java(TM) Update fails to apply changes to your system. Error 1722
