It may also be that the local SYSTEM account does not have sufficient access. As a troubleshooting measure, assign "CHANGE" or "FULL CONTROL" permissions at root and its subdirectories.
Try logging on as local administrator to remove the possibility that a system or group policy setting is not the cause of the failure.
