One member writes, "I put by mistake the custom action data string on condition field, in custom actions view, for the desktop application setup, and I received this error code I think this error is thrown when the string in the condition field is wrong."

Yes, This error occurs when condition string in CA is wrong. When I tested condition string in condition builder, it was OK i.e. No error but when I run it I was getting this error so finally this error gone so I think there is bug in condition builder of WPS/WFWI.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
