Help with MSI (Microsoft Installer) error 2803: Dialog View did not find a record for the dialog [2].

Hummingbird documents this error with there Exceed product as in issue that occurs when Windows Installer version 2.0 is installed on the machine, "In this version the merging of the language transform (1033.mst) and the MSI does not occur correctly during the Admininstrative Copy Installation."
They offer a special transform (AdminFixMSI.mst) to correct the problem. [more info]
