If the custom action you are running (2) is stored in the binary table, ensure it does exist and is properly identified.
This can also occur if a custom action being called by the setup does not have any required dependencies installed- check with the vendor for software requirements and ensure all are present before proceeding.
This error seems to appear in conjunction with VBScript custom actions. One member has reported that they only see this when addressing the "Session.Property" object- when removing this reference the error stopped.
