How to get Windows 8 tiles to stick for imaging?

I am trying to set up windows 8 metro tiles that will stick when we image are machines.
I am setting up shutdown and restart icons on our base windows 8 imaging machine and then capturing that image, when we deploy the image the shutdown and restart icons are gone but if you search for them on the metro screen they will come up. I need to be able to have those icons already on the metro screen as tiles after they are imaged automatically. does anyone have any tips for me on this or just how to do it?

When you are syspreping the machine, are you utilizing the CopyProfile function under the Shell Setup component? This allows you to copy a profile user setup into the default windows user account. This should preserve your tiles for any account that is then created afterwards.
