IE 7 MSI

I download full version of IE7 (IE7-WindowsXP-x86-enu.exe) from the web, and I would like create package with this with silent mode no reboot.

I do not want to while doing the installation go to the web and download file, I want doing even unplug the network cable, so when package all done, then pulg back the cable and go to windows update again it only few files need to patch.

But right now most of my users they are uning IE6/Sp2, and they would like to upgrade to IE7, so I would like to know how to make this package with MSI

Trust me, you DON'T want to go down the route of trying to package IE7 into an MSI. Use WSUS/Windows Update.
