IE Program Shortcut to a specfic webpage (Push through KACE)

We have pushed out a web shortcut through KACE - the issue is that it relies on the default browser settings - what i do manually for users that want to keep Chrome or Firefox as default is, create a customer IE browser shortcut - where i edit the the shortcut properties and add the website to the end of the Target path,
(i.e. "C:\Program Files\Internet Explorer\iexplore.exe" http://www.itninja.com)
this would make this IE shortcut open directly to the itninja page without setting as a home page or using the default browser.
What I would like to do instead of just pushing a web shortcut that relies on the default browser setting, i would like to push out a IE browser shortcut customized for a specific website so that it opens to that page using IE.
Does anyone any any suggestions as to how i could accomplish this - going off the assumption that all the windows computers we are pushing to have IE installed.

Any thought or suggestions are greatly appreciated. thanks

Option a, use the Desktop shortcut wizard under Scripting, Configuration Policies. This will create a script that will create the shortcut using the specified parameters.

Option b, create the shortcut on your computer, compress it in a zip file, and distribute the zip file with the K1000 through a script or file sync.
