Not sure if this would get captured properly.
To my understanding you would have to use "certmgr.exe -add" to add any certificate to ROOT\Trusted Publisher.
If you really want an MSI, you could keep the cermgr.exe, certificate file in binary... extract these to %temp% & use custom action to execute the cermgr with certificate file to be added.
